Building Safety Bill Update

The Building Safety Bill, is set to create “lasting generational change” for safety, according to the Government.

Building Safety Bill

The Bill received Royal Assent in April, and has completed all the parliamentary stages. Many of its measures will take a year to 18 months to introduce. The Bill is designed to give residents more power so they an hold builders and developers to account.

The changes will simplify the system to ensure high standards are met, with a ‘golden thread’ of information to be created, stored and updated throughout the building’s life.

What will the Building Safety Regulator do?

The Building Safety Regulator will be at the heart of the new reforms. Housed by the Health and Safety Executive (HSE), it will oversee the safety and performance of buildings”.

Its three main functions will be to:

  • Implement a new, more stringent regulatory regime for high-risk buildings
  • Oversee safety and performance of all buildings
  • Assist and encourage competence in the industry

The Housing Secretary said:  “The Bill ensures high standards of safety for homes, in particular high rise buildings, with a new regulator that will provide oversight at every stage of a building’s lifecycle”

New measures in the Building Safety Bill will:

  • Ensure people are responsible for safety during the design, building and occupation of high-rise residential buildings
  • Establish a Building Safety Regulator
  • Give residents more routes to raise safety concerns, and mechanisms to ensure those concerns are heard
  • Extend the rights to compensation for substandard workmanship and defects
  • Drive culture change in the industry to enable the design and construction of safe homes

The Bill is one of several new pieces of legislation being implemented by the Government to improve building safety. It follows the publication of the new Fire Safety Act earlier in 2021.
